COMMISSIONING

Our Approach to Project Management

Genelco processes are  executed following customized procedural scripts produced in-house by our  technical writing  staff.  These scripts follow manufacturer’s guidelines and project specifications, ensuring every piece of equipment is able  to fulfill its intended role.  At the conclusion of commissioning, a detailed report is provided including a general summary, a listing of anomalies discovered, the scripted procedures and data sheets that were used, the data gathered, as well as any other supporting documentation collected and deemed pertinent to archive with the project report.
 
Genelco follows a scheme that we refer to as the, “5 + 2 Levels of Commissioning”.  These Levels stem from industry accepted practices and are described below.

LEVEL 0:  Design Stage

  • Genelco, serving as the Commissioning Agent (CxA), reviews and comments on the initial design.  This generally occurs prior to the permitting process
  • When the project is seeking LEED, Enhanced LEED, CALGreen or similar environmentally-focused certification, Genelco verifies that the proper processes are staged and executed to achieve those  desired goals.  We then participate in the uploading of supporting project information to the USGBC
  • Even if a  project is  not  seeking a specific certification, the CxA may still be solicited to review early design renditions and provide comment based on observed best practices, drawing on many years of experience

LEVEL 1:  Factory Witness (FWT)

  • Genelco (the CxA) receives, reviews, and comments on the factory prepared testing procedure(s) to be  performed on the major subassemblies during the scheduled FWT process
  • The FWT is completed at the manufacturer’s facility in the presence of the CxA
  • The degree of CxA involvement during the Factory Witness Testing stage  varies by project and is dictated by Owner requirement and request.

LEVEL 2:  Breaker & Electrical Component Acceptance

  • Protective devices are electrically and mechanically proven: CTs, PTs,  Transformers, Grounding Systems, Relays, Busways, HRGs, Switchboards, Circuit Breakers, Switches, etc.
  • It is the ideal that the Short Circuit Coordination / Arc Flash Study be available at conclusion of protective device testing so that they can be set per the Study

LEVEL 3: Installation, Vendor Startup, Test &  Balance

  • Installation Check  Sheets (ICS) are  a three-step verification and documentation process
  • Level 3a  - Proper hardware and sub-assemblies  are   verified received  undamaged and outfitted with options and accessories as per  the design submittals and specifications
  • Level 3b - Major subassembly installation integrity is verified. Details are verified for being equipment  being plumb, level and properly anchored.  Adherences to adequate service clearances and good workmanship are checked as well as conduits, conductors, interfaces, bolt torque, markings and equipment labelling
  • Level 3c  -  Major subassemblies are cleared of  debris  and  processed through Vendor Startup
  • Test and Balance is performed by the TAB Contractor as equipment is being readied during Level 3 installation.  The TAB Contractor provides their report to Genelco for review of process and completeness

​​LEVEL 4:  Subsystems Commissioning

  • Subsystems are  processed through custom scripted commissioning procedures authored by Genelco.  This includes exercising the hardware through full ranges of motion, sustained full load  burn-ins and controlled overloads, large step load transitions, and verified for proper adherence to sequences of operations.
  • Failure and maintainability scenarios, along with system responses are  verified
  • Equipment performance  is measured and documented using Power Quality Meters, Infrared Cameras, Hand-held Meters and Phase Rotation devices and others
  • Infrared cameras are used extensively during Level 4 Subsystems Commissioning to watch for impending thermal anomalies with infrared/digital image pairs  captured under the most extreme conditions


LEVEL 5: Integrated Systems Testing (IST)

  • Level 5 begins after all prior level, potential “process-impacting” issues have been remedied
  • All equipment in the design, now working as an orchestrated collective system gets  processed through full scale failure scenarios, usually at multiple power levels and under a variety of conditions
  • Building  Management Systems are additionally subjected to simulated failures, intentionally at rather inopportune times to help expose system vulnerabilities

LEVEL P: Post Commissioning

  • A post commissioning report is generated which  includes an  Executive Summary, Site Visit Reports, and an Issues Resolutions Log.  The populated scripts and data sheets are assembled along with the infrared report and other documents gather in the process such as Level 3 Installation/Startup, TAB and the Short Circuit Coordination Study
  • Genelco participates and contributes in Lessons Learned meetings for the betterment of the site that was just commissioned, and for considerations for the design of future sites
  • Genelco facilitates training activities performed by factory authorized representatives with permanent site personnel in attendance, and answers outstanding questions relative to the design and measured performance
  • Genelco (the CxA) returns to the site in approximately  8-to-10 months as contracted to perform a Warranty/Seasonal verification.  Details as the deployment of “free cooling” mechanisms get verified, as well as routine maintenance and sensor calibration being performed per the original design criteria and specifications
  • If the project is LEED, Enhanced LEED, CALGreen or similar, Genelco cooperatively participates in the uploading of documentation to the USGBC website per  the Roles and Responsibilities Matrix  for the project
